It has only got so far as most on the bus have always known where it is going. The only thing is that they have different destinations in mind; and the eu has progressed so far not despite but because of this. The end - what the EU will look like when complete - is the subject that even its leaders with verbal euro-diarrhoea never dare mention. Except Joschka Fischer, who talked, once, of a future European government with a directly-elected president and has spent the rest of his career backtracking. The reason no-one wants the debate is because everyone already knows that whatever the answer, it will repel a majority of the eus population. The only way to boil a lobster, you will often hear whispered, is to put it in cold water and slowly turn up the heat. However many ultimate destinations may be imagined, there seem two great forks in the road: deep v. broad and social v. liberal. The first pits a vision of ever-deepening integration towards that cherished superstate against the looser bonds of something between a free-trade zone and an economic single space. Enlargement is anathema to integration. The second battle is almost seventies-style left v. right: big government, worker participation and benefit and pension guarantees against the free-for-all liberal law of the jungle now almost universally-christened Anglo-Saxon. Much the same countries find themselves on the same side of both arguments. The UK is far from alone in being broad and liberal, with the Nordic and most of the new Member States anxious to maintain national sovereignty, welcoming more members and, for the new kids on the block with little economic inheritance to protect, seeing open competition as the best way to exploit their strengths (such as relatively cheap labour) and drag their living standards up to those of the west. At the other pole lie of course France and Germany, as well as Benelux, Italy and Spain. More new members (Turkey above all) represent a mortal threat to the great paradise that is true integration and the protection of the social norms that, although different, France and Germany seem so sure are the foundation of their stable societies. Enter the so-called Constitution. Actually just another Treaty, it pretends, even with its (incorrect) name, to be something much grander the beginning of the end. And up and down the continent, this makes people think, makes people worry, makes people stop. That, more than anything is why it will fail. The question to ask is how much the EU resembles a bicycle: when you stop pedalling forward, will it gently slow down and, eventually, keel over.
